Notes for Secretaries

Adam Maine (League Secretary) will deal with all general business of the League including League Representative Elevens, Selection Committees, Minutes of all League meetings and League circulars.
Ian Harden (League Treasurer) will deal with all financial matters.
Dave Emerton (Fixture Secretary) will deal with all matters relating to fixtures and results, and must be informed or consulted in cases of cancellations, re-arrangements, etc.
Martin Smith (Registration Secretary) will deal with all player registrations and transfers and qualifications of players, together with all Results Sheets in accordance with Rules 2l(A) and 2l(C).
Tony Foster (Press & Publicity Officer) will deal with all matters concerning Press and Publicity.
Martin Smith (Referees Appointments Secretary) will deal with all matters relating to appointment of Referees.
Jordan McManus (Assistant Referees Appointments Secretary) will deal with all Referee match result forms.

  • Each Club is expected to supply suitable accommodation for the Referee.
  • Each Club must appoint a Club Assistant Referee.
  • The Secretary of the Home Club must confirm the details of the match including full particulars of ground location and playing colours to the Referee and opponents at least FIVE DAYS PRIOR to the match. PLEASE DO NOT SEND TEXT MESSAGES TO REFEREES
  • Results Sheets should be entered on the FA Full-Time website on the day of the match. If you are not able to do this (for whatever reason) you must complete a Result Sheet and send it by post or email to the League Registration Secretary, Martin Smith, so as to reach him on the Tuesday following the match – see Rule 21(A).
  • Be sure your players are duly qualified as per Rule 18.
  • Delay has been caused by the similarity of colours (see Rule 19). Teams/players are not permitted to play in black – this includes the goalkeeper.
  • If the appointed Referee does not turn up, agree upon a Referee at the ground (see Rule 23(B) and the League policy below).
  • If summoned to attend a meeting of the League, arrange for the Club to be represented, or the case may be decided in the absence of your delegate.
  • Please endeavour to have necessary First Aid equipment available in case of any emergency. We expect to meet each other twice in the season. Any kindness we can show to our opponents let us do it now, for we may not meet again, and such omissions tarnish memories.
  • ALL CUP COMPETITIONS — In the event of a draw at the expiration of time, an extra THIRTY minutes MUST be played, subject to the provisions of League Cup Rule 7.
  • PROMPT attention to correspondence of an official nature will be greatly appreciated.

Policy regarding postponements due to failing to agree upon a Referee

All Clubs are required to make every effort to complete their engagements.

However, the League recognises that there is a shortage of Referees at the present time and it is not always possible to appoint a Registered Referee to each match. The League will try to minimise the impact of this and will attempt to cover all matches. Clubs are reminded that Referees may be appointed at any time up to the scheduled kick-off time and should therefore be prepared to play. If no Referee has been appointed or the appointed Referee fails to attend, the Clubs are required to provide an individual to referee the match. If a match is not played due to the lack of or non-appearance of an appointed Referee and the Clubs are unable to agree a Referee in accordance with rule 23(B), both Clubs will be charged with breach of Rule 20(E) – Failing to fulfil a fixture – and given an opportunity to respond. If the match was postponed prior to the scheduled kick-off time and both Clubs are guilty of the offence the policy of the Management Committee is to fine both Clubs £20.00 and declare the match void. If the match was postponed after the scheduled kick-off time and both Clubs are guilty of the offence the policy of the Management Committee is to fine both Clubs £20.00 and rearrange the fixture if time allows.

If either Club provides a suitable individual the match must be played unless full reasons are given in writing for non-fulfilment.


Guide to Secretarial requirements

The following is reminder for your week:

  • Monday – confirm next Sunday’s match with the opposition and confirm colours and ground location.
  • Monday – confirm next Sunday’s match with the appointed Referee and confirm ground location. Please do not text the Referee and assume it has been received – you need acknowledgement so it is best to call. If you leave a message ask for a return call or text for confirmation – it is your responsibility to ensure the Referee knows about the match.
  • Tuesday – If you haven’t had confirmation/spoken to the opposition and Referee yet follow it up today.
  • Sunday – After the match, telephone/text/email the result, match report and goalscorers to the Publicity Officer. We use the FA Full-Time system to generate the League Tables so you can SMS the result directly to the website by replying to the SMS message received from the FA. Contact Dave Emerton if you have any difficulties with this.
  • Sunday – Complete the result sheet electronically on the Full-Time system. On completion please confirm that the details are showing on the website. Contact Dave Emerton if you encounter any problems.
